
The Greater Chennai Corporation has been undertaking continuous efforts to improve the quality of Community and Public Toilets (CT/PTs) in the city. As a part of this effort, it has handed over the restoration, operation, and maintenance of 9 CT/PTs to the Tamil Nadu Urban Sanitation Support Programme (TNUSSP) for the period of 2 years.
TNUSSP is a consortium of organisations, led by the Indian Institute for Human Settlements (IIHS), that has been proactively supporting the Government of Tamil Nadu in making improvements along the entire urban sanitation chain.
TNUSSP began by conducting a pilot study on the condition of the 9 CT/PTs. The study found the need for refurbishment of toilets to better serve the public. In July 2022, GCC renovated the toilets. It installed lights, fresh taps, CCTV cameras, feedback devices, sanitary napkin vending machines etc. based on TNUSSP’s suggestions.
An orientation was conducted by TNUSSP for the GCC engineering team during and after the refurbishment of toilets. TNUSSP initiated multiple measures to improve accessibility and usability of the toilets. It worked on improving the safety of women users by ensuring the presence of women toilet caretakers through working hours, installation of CCTV cameras, and other means. It also supported the enhancement of accessibility for persons with disabilities and the elderly through design and structural changes to the toilets.
A new innovative technology called Multi-unit Reinvented Toilet (MURT) has been installed for a trial-run at Kottivakkam CT. Another CT at Anna Nedunsalai is selected for piloting MURT. This unit demonstrates on-site wastewater treatment which can generate about 3.5 kl of treated wastewater per day. The treated water can be reused for toilet cleaning and flushing.
TNUSSP has identified three service models for the operation and maintenance of the toilets. The three models of service providers include private enterprises, women Self-Help Groups (SHG’s) and individual entrepreneurs. The SHG-based model has been successful irrespective of the social boundaries. The toilet staff are trained regularly on sensitising the public about proper usage of the services. The toilets are operational all days from 5:30 am to 11 pm. The caretakers are instructed to record daily data on usage and to encourage users to give feedback on the services provided. A quality check is carried out by the supervisors on a daily, weekly and monthly basis. A cleaning schedule has been designed for the toilets based on footfall. In toilets with higher usage, the seats and floor are cleaned and disinfected on an hourly basis. Deep cleaning of the toilets is done once a week. The housekeeping staff are provided with PPE kits and adequate training to use the cleaning materials.
An increased focus is placed on behaviour change communication. Awareness of proper usage of the toilets and hygiene is done through community awareness programmes and the installation of posters and signboards within and outside the toilets. The staff are trained to educate and sensitise the users on the ill effects of open defecation and alcohol consumption inside the toilets. A positive change is observed in user behaviour towards sanitation and sanitation workers due to continued efforts and maintenance. The service providers are trained periodically on maintaining service levels, safety, hygiene, record maintenance and financial management. TNUSSP ensures regular monitoring of the service through IIHS-TNUSSP field staff and Service Level Agreements (SLA’s). SLA’s include a list of indicators like operational hours, toilet usage, cleanliness etc. This is measured using an app called KOBO Collect, an open-source android app to collect survey data. Based on the records maintained by TNUSSP, there has been a rise in service coverage and usage of the toilets, since July 2022 due to improved quality of services.


The recent transformation of a toilet complex in Kilvelur town panchayat with public participation has been lauded as an example for other local bodies. Inaugurated by Nagapattinam District Collector Thiru. A. Arun Thamburaj on Wednesday, the newly renovated toilet complex is an initiative by the Town Panchayat as part of its participation in "People for Toilets", an intercity competition conducted by the Union Ministry of Housing and Urban Affairs under the theme "Partners for Toilets". With a support of around Rs. 2,60,000 various contributors such as traders, residents and civil contractors. Mrs. S Indira Gandhi Town Panchayat Chairman and Mr. K Kuhan, the Executive Officer of Kilvelur town panchayat took initiative to choose a toilet complex in a deplorable state, renovated it, equipped it with amenities, and transformed it to deliver the most public-friendly experience possible.
The complex in North Street comes with lavatories and bathrooms for men, women, children, transgender and people with disabilities. It features a waiting area, reception, sanitary napkin dispenser, incinerator, a feedback box and a QR code-based feedback system. A pressure water gun at a price of Rs. 50,000 has been purchased for cleaning the toilets.
The students from Prime College of Architecture and Planning in Kilvelur painted the complex and improved its aesthetics, clean sanitation and water conservation was the message which it delivered to the users.
Lauding the initiative, Thiru. A. Arun Thamburaj District Collector-Nagapattinam advised the town panchayat to continue maintaining and uphold the standards also insisted other local bodies such as Municipalities and Town panchayats to learn from Kilvelur in transforming toilets.
The users who visited the toilet complex expressed that it is on par with modern toilets which can be seen in any metro cities.

Government of India has launched the SBM-U 2.0 with the overall vision of creating “Garbage Free Cities”. The newly added component “Used Water Management” aims that in the towns having population less than 1 lakh, as per census 2011, no untreated used water including faecal sludge is discharged into the water bodies or open environment. However, there exist several challenges in these towns like lack of financial resources, institutional capacity and technical knowhow to plan, design, construct and operate these treatment facilities. To overcome the technical challenges, there felt necessity for a Ready Reckoner on different Used Water Treatment options, that are suiting to smaller towns in Indian climatic conditions. This Ready Reckoner is prepared considering above said challenges and suggests more affordable sewage treatment options, that are low in CAPEX & OPEX, easy to implement and simple to operate & maintain, as compared to the cost intensive conventional treatment technologies being adopted indiscriminately.

About 15 units of generated electricity drive 15 HP motors for processing plants and the rest of the electricity is used for the street lights near the campus. The Remaining slurry that comes out of the digester is distributed to vegetable garden that has been set up in the area of 200 cents in which more than 70 fruit trees such as mango, jackfruit, papaya, coconut, sapota, guava, Custurd Apple etc. Garden is planted with intercrops like tomato, mung bean. The harvested vegetables are given to the sanitation workers.

Assistant Director of Town Panchayat, Coimbatore Zone inaugurated the function. 50 Numbers of Students participated in the event. Winners of the competition were awarded prizes. Moreover, students inviting their Parents and Neighbours for the visit to Resource Recovery park, which is also creating a awareness to the public. For safe sanitation and public hygiene practice among the public all the walls of the Community and Public Toilets were painted with a theme to avoid Open Defecation.sAesthetic appearance of the toilets were improvised in this regard.


Tirunelveli Region consists of 21 Municipalities. All 21 Municipalities participated in Swachh Toycathon. Swachh Toycathon is a competition being undertaken by Ministry of Housing and Urban Affairs under Swachh Bharat Mission-Urban (SBM-U 2.0) with the aim of 'Rethinking Indian toy industry'. The national competition for individuals from all ages as well as groups and start-ups, aims to bring forth innovation and circularity in design and packaging of games and toys. We encouraged self help groups and other CBO’s to be part of this activity. The competition seeks entries of designs of toys and play-zones using waste and recycled material, prototypes of ecofriendly toys and packaging, and other innovative ideas. In Tirunelveli Region 277 schools Participated in the campaign. Activity consists of 3 themes: Theme – 1: Fun & Learn Theme – 2: Use & Enjoy Theme – 3: New from Old While doing this activity below protocols were followed the following: We made sure all the toys to be used by children are clean and free from sharp edges Food containers, egg shells are thoroughly washed and dried We make sure that the children do not have access to hazardous items / materials We used washable recycled fabric We created toys using paints, crayons , markers and other art materials that are non – toxic We make sure edges on joining points are blunt We make sure toys that are powered by battery or electricity are made with precautions and under the supervision of an elder or expert We avoided meat containers and toilet paper rolls We avoided fragile materials like glasses and ceramics We avoided old wooden objects with rough surfaces and sharp edges We avoided using long metal wires, strings that can be harmful to kids We avoided using flammable liquids

PROJECT DESIGN AND COST: An existing defective Push Cart has been converted as Blue Bank by simple welding process then painted in Blue Colour. There is no lid like provision as in the conventional bins, instead the inlet is designed like bank cash counter. “Don’t throw away instead deposit here” is the Slogan painted in the Blue Bank. The Welding cost is Rs.7,000/- and painting cost is Rs.1,000/- Total Cost of the Project is just Rs. 8,000/- (Rupees Eight thousand only). INAUGURAL FUNCTION: The Portable Blue Bank was introduced by District Collector Thiru. A. Under the SBM 2.0, various initiatives are being taken to make cities in India garbage-free. As a part of this Swachhata League an intercity competition was launched in 17thSept 2022 under the direction of the Honorable Minister for Municipal Administration Honorable Mayor and Commissioner of Tiruchirappalli Corporation. Many Colleges and Schools joined in this league and made it a success in clearing the wastes and garbage from the city. Prominent Colleges in the city namely St. Joseph’s College of Arts and Science, Law College, Cauvery College for Women Arts and Science, Shrimati Indira Gandhi College of Arts and Science, Seethalakshmi Ramaswami College of Arts and Science, Srimad Andavan Arts and Science College participated in large scale. The faculties, and students from these colleges joined together and volunteers from various NGOs and Organization’s participated in the rally for cleanliness. Student’s participation added strength to the campaign, and it encouraged citizens to participate in the cleanliness drive. To add solidarity to this drive they had Swachhata Ambassadors who through the social media campaign expressed their willingness to be part of the drive which also boosted the participation of many youths across the region. Tiruchirappalli Swachh Bharath Ambassador M. A. Aleem, (Former Dean (IC) & Vice Principal K.A.P. Viswanathan Government Medical College, Mr. Rajagopal Satish, Tamil Nadu Cricketer and Mr. R. Prithviraj Thondaiman, World Champion (International Trap Shooter) brand ambassadors participated through social media and created awareness about the event among college students. The followers of the ambassadors shared and re-twitted their videos and that also helped in spreading the awareness on the importance of cleanliness drive that was initiated by the Ministry of Housing and Urban Affairs. Mr. S. Karthikeyan, Sanitary Officer, Tiruchirappalli Corporation was declared as Swachhta Captain for the event. Rallies with college students from three Colleges conducted in areas where plastic is most likely used like NSP Road and Periyakadaiveedi street hawker areas from Town Hall School to Theppakulam connecting three college’s students and another three college’s students from Srirangam Temple to Amma Mandapam. Awareness rallies were carried out between Sreerangam Zonal Corporation office and Amma Mandapam ghats and from Town Hall in Big bazaar street till Teepakulam street. Meanwhile cleaning of plastic waste in Theppakulam Tank which is at the center of Tiruchirappalli city and garbage removal in K. Sathanur pond (Cauvery River) was done. Clearing of plastic waste in Srirangam Amma Mandapam was carried out to remove garbage left in the water bodies used by devotees. 5650 college students, volunteers and elected representatives participated in the mega campaign and removed 6 metric tonnes of garbage. Besides this, competitions were conducted for school students on the topic of Waste to Wealth. In this, 56 flowerpots, 32 pencil and pen stands, 41 decorative baskets and 23 decorative items were made by students from the dry waste generated from their houses and were displayed in the schools. Prizes were distributed to students who performed well in the competitions, and they were also educated on the safe practices of sanitation that needs to be followed in their houses and premises. Students were also taught to inform about such activities to their parents and request them to keep their premises neat and clean and practice the sanitation habits for better health and prosperous living.

“SWACHH TOYCATHON” was organized under Swachhata Ke Dorang, which started on 26th September 2022 to 11th November 2022 Organized by MoHUA. The Regional Directorate of Municipal Administration, Chengalpattu planned & organized exhibition, for the schools which falls under Chengalpattu region. Under Swachh Toycathon “Waste to Toy” theme was organized in Little flower School on 13.11.2022 & 14.11.2022, in which fourteen schools with 225 students participated in the event and displayed their artisan skills to make colorful and eye-catching toys. At the entrance of the exhibition, a monster On entering the exhibition, a monstrous human face was decorated with plastic waste. decorative items such as Butterfly’s, X-Max Tree, Dear, Frog, Cycle, Peacock, Bench and chair, Coconut Shell Doll, Violin, tajmahal. The two top most iconic displays which attracted lot of visitors to the exhibition were of our beloved Former President of India Dr. A.P.J. Abdul Kalam and 25 feet tall dragon designed from waste tyre. Highlights of Exhibition: Using waste cardboard - Bullock cart, Airplane, Bus, Car, and Roman Empire Building was made by the students and displayed in the Exhibition. Using waste cloth - Cloth Bag, Octopus, and Mermaid were displayed. Using waste paper - Small house, Detractive ribbons were displayed in the Exhibition. Using waste water bottles - Flower pot, Hanging flower pot, Giraffe, Dolls, and Pen stand were displayed in the Exhibition. Using waste single use cup - Birds are made and displayed in the Exhibition. Short films - Source Segregation Awareness short film screened in Exhibition. The exhibition created a great platform for the 2000 attendees to learn about waste mitigation, waste reuse and recycle. All the students, parents and general public admired the new and fresh idea and assured to reduce the plastic usage to mitigate environmental pollution.

Greater Chennai Corporation launched “Indian Swachhata League” activity in Marina (World’s Second Longest beach), Besant Nagar and Thiruvanmiyur which are some of the major beaches of Chennai. In Besant Nagar beach Honorable Dr. L. Murugan, Central Minister of State in the Ministry of Fisheries, Animal Husbandry and Dairying presided the program and shared his thoughts on Swachhta, clean and green Chennai. This program was conducted with the coordination and participation of IG/Commander, Coast Guard Region (E), Dr. K.J. Sriram, Director, CSIR – CLRI, Director- NIOT, N. Magesan, C.E (SWM) and Dr. T.G. Srinivasan, Nodal Officer of GCC.
around 5000 Students from more than 20 colleges and schools, Tamil Actress Sakshi Agarwal, and various NGOs etc., In this program, T-shirts, caps, and pamphlets were given to all the participants. The activity started with a Swachhata Pledge which was administered by all. Moreover, 3 LED walls (16 X 8 inch) were fixed in prominent place of all the 3 beaches and telecasted ill-effects of plastics, importance of Source Segregation of Dry, Wet & Home hazardous wastes and creating awareness among people to protect and conserve the Eco-system. Organic manure stalls were opened and distributed to the volunteers and others who participated in the cleanliness program and importance of organic compost was educated. Totally 29.5 tons of garbage was collected and disposed scientifically. A total of 5.5 km was covered in the Rally and apart from creating awareness on cleaning activity; fine was also imposed to various shopkeepers, street vendors along the beaches for selling banned plastic items. Apart from cleaning, awareness activities in these 3 major beaches, Cleanliness activities were conducted in 44 seashore places at Chennai district from Marina to Kovalam in which citizens, students, NGOs, Volunteers, State and Central Government organizations, Resident welfare Associations participated and showed their support towards the cleanliness drive. It was one of the massive Cleanliness awareness programs in Chennai City. As per the MOHUA & State Mission Director guidelines, creating continuous awareness on importance of the “International Coastal Clean Up Drive” through leading News Papers, social media, Meeting with Stakeholders, RWAs, Traders showed great impact in this cleanliness drive.


When we segregate the waste at source, it reduces the amount of waste that reaches landfills thereby pollution of air and water can be considerably reduced. To achieve this, all households and premises segregate their waste as "wet waste"( from kitchen and gardens) and "dry waste" (including paper, glass ,plastic and domestic hazardous waste and sanitary waste wrapped separately)
Greater Chennai Corporation has been carrying out several innovative ways to educate residents about the importance of waste segregation at their home. Moreover, Union Ministry of Housing and urban Affairs has conferred "Best State Capital Award in Innovation and Best Practices" to the Chennai City under Swachh Survekshan- 2021 results. As a part of the source segregation awareness initiative GCC has recently launched "Source Segregation Challenge 2022' along with the coordination of Chennai Enviro Solution Pvt Ltd on the eve of this year's World Environment Day, themed "Only One Earth" to motivate people to segregate wastes in their home.It is a month-long awareness campaign.
This campaign was launched by Honourable Mayor of Chennai Mrs. R. Priya on 9th July 2022.The Honourable Mayor too participated in this challenge by posting a selfie with segregated wastes in social media and invited the Greater Chennai Corporation officials and other Elected representatives to Participate in this campaign.
In this challenge, the Residents of Chennai were asked to take the challenge for segregation of waste at source (house). The participant has to post the selfie or photograph with the segregated waste in two bins in their social media page. It is necessary for the participant to tag Greater Chennai Corporation Facebook page and the company page 'Chennai Enviro Solutions' while posting for the Challenge in their Facebook. They shall also tag their contacts and ask them to take up the challenge. To make it more attractive, a lucky draw will be conducted at the end of the Challenge. Eco-friendly home appliances will be awarded to three lucky winners. A closing ceremony will be conducted during which the winners will be invited and awarded with the prizes.

The Wet waste generated in the city has been completely transformed into manure in 24 micro compost centers in decentralized approach.Erode City Municipal Corporation has 24 Micro Compost Centre with capacity of 2TPD to 5TPD with specific service area comprising 2-3 wards having 5,000 – 10,000 Households. Around 75 MT of wet waste is processed daily and produced 10-12 TPD of good quality manure is produced. The manure generated is given to the farmers at free of cost.
Unique features : No need of secondary storage and secondary transportation, less Fuel Expense for vehicles, Effective handling of waste, 24x7 clean streets and storm water drain, Bin free street in residential area(760 no. of garbage bins removed), Active people participation.

Garbage is an eye sore, who would like to see a file of garbage day in and day out. Yes, in many cities there are places where the waste from households, shops and debris from demolished buildings are dumped regularly in particular places. We call them Garbage vulnerable points. One Such point in Dharmapuri Bus stand where not only Garbage is dumped, but the walls are regularly filled with all kinds of bills/noticed in spite of repeated and removal and defacing. What the municipal Administration did to counter that, is really commendable. They defaced the wall, and painted with a picture of wings of butterfly and made it into a ‘Selfie Point’. Frequent footfalls prevented people from dumping the waste and sticking bills/ Notices in the wall. Hope many such selfie points come up in many cities and towns.

Kadayanallur municipality in Tenkasi district spreads over an area of 52.25 Sq.km with a population of 90344.The total waste generated is 27 MT of which, 15 MT iswet waste and 12 MT are dry waste.Out of 30,170 residential households, 652 households are successfully practicing home composting. The manure generated ineach household are used for own gardening and also given to the neighbors at free of cost. The awareness is being given to all households by engaging animators to increase the practicing of Home composting to reduce the waste generation in the towns.
As the Sale/Supply Market for Organic Manure Produced from Micro Composting centres is very small due to lack of transport availability for Farmers, it is thought to promote Home Composting among public. In other Hand, interest showed by public in practicing Home Composting also very low.
To avert both the issues, instead of bulk packing of manure in 25/50 Kg bags, organic manure were packed in 500/1000 grams packs and supplied to residential households for promoting Home composting. The awareness was given by engaging animators and supervisors. The interested public visited MCCs and gathered practical knowledge of organic farming. As a positive side effect of this practice, source segregation also improved in the households, since the public understood that ULB is handling waste in a scientific manner at present instead of dumping in dumpsites as was done so far.
Manure produced in Micro composting centres are utilized properly instead of getting wasted. Home composting practice and source segregation also improved.
Since manure production by MCCs and Handling of waste by Home Composting are continuous processes, the sustainability of this initiative seems to be high and constant
Compost makes houseplants very happy.

We all know that the municipal solid waste is broadly categorised into wet waste and dry waste. Inculcating the behaviour of segregation of waste among the public is a herculean task.
What the Vikramasingapuram municipality did to tackle this was that, they motivated the young school children of P.LW.A High School and Andrews matriculation High School to segregate and bring the dry waste from their and their relatives' houses and hand over to the school. This was initiated on 07.07.2022 during the People movement for clean cities campaign under the slogan My Waste My Responsibility. The dry waste from the schools was collected by the municipality for the further segregation and processing.
Acknowledge this activity and to encourage the students to sustain this behaviour, the Headmaster of the schools appreciated and awarded the students who collected the dry waste in large quantity.
Ms. D.Harshini of P.L.W.A High school collected 12 KG of plastic and Ms Mahalakshmi collected 9 kg plastics and won first and second prizes. In Andrews High School 8A and 12A students collected 23.4 kg and 21.3 kgs of dry waste respectively. All were felicitated with medals and certificates by the Regional Director of Municipal Administration and Assistant Superintendent of police. The school management has promised to collect the dry waste on every Wednesday and Friday.
Household things and home furnishings are made from materials extracted from collected garbage. People's Movement for Clean City held on 13-07-2022. 5643 school students participated through 112 schools under corporation limits. On this occassion 1,356 flower pots, 1,864 Pencil and Pen stand, 1,458 decorative baskets, 764 wall decorative objects and 198 earthen pots were made creatively by the studnets. The utilities were manufactured from Dry Waste by the students who participated in the competition. Three prizes (First, Second and Third prizes) were awarded to the outstanding students from all 112 schools. The District Collector was the chief guest and distribiuted prizes to the students.
